The Rutgers Center for Comprehensive School Mental Health (Rutgers-CCSMH) in the Department of Psychiatric Rehabilitation and Counseling Professions, delivers training, technical assistance, and consultation to K-12 schools, districts, and state education agencies to support the implementation of comprehensive school-based mental health systems.
We have extensive experience providing training and technical assistance locally, regionally, and nationally using an implementation science framework. Our mission is to facilitate the development of school mental health systems that meet the social and emotional needs of children and youth.

Our technical assistance services provide consistent, hands-on support to schools and districts as they develop, implement and sustain their Comprehensive School Mental Health (CSMH) systems. Our training and consultation specialists work closely with educators, administrators and school mental health staff to provide flexible and targeted support that aligns with school and district goals and adapts to changing needs.
Technical Assistance includes:
- A dedicated Rutgers-CCSMH consultant to guide needs assessment, action planning, implementation, and evaluation
- Support in developing and strengthening your Comprehensive School Mental Health team
- Monthly team meetings (in-person or virtual) to embed strong, sustainable teaming practices, review progress and plan next steps
- Ongoing coaching and consultation to address emerging questions and challenges
- Regular check-ins with school and district leadership to ensure alignment to school and district goals and plan for sustainability

This service is designed to support schools in the thoughtful, effective implementation of universal mental health screening using the Strengths and Difficulties Questionnaire (SDQ). Our team provides step-by-step guidance to ensure the process is well-planned, collaborative, and aligned with best practices.
Our consultants will support schools and districts with creating a comprehensive universal mental health screening plan that includes:
- Communicating mental health screening objectives to staff, families, and other stakeholders to build buy-in, understanding, and trust
- Engaging stakeholders in the planning process, ensuring transparency and collaboration
- Organizing logistics for administering the screener, including timelines, staffing, and technical needs, and preparation of materials
- Preparing for triage and referral, including developing intervention referral pathways and risk response protocols to support students identified as needing intervention
- Analyzing screening data to inform decision-making and strengthen school-wide mental health supports
- Ensuring HIPAA and FERPA-compliant data management and storage to protect student confidentiality and maintain legal and ethical standards
